The Directorate of Criminal Investigations (DCI) has concluded that the reported disappearance and alleged abduction of former Cabinet Secretary Raphael Tuju was a staged incident, following what it described as a ‘thorough and meticulous inquiry.’
In a press release issued Friday, the agency said evidence gathered from CCTV footage, witness statements and other corroborative material established beyond doubt that the episode was a deliberate scheme designed to mislead law enforcement agencies and the general public.
The case stems from a missing person report filed at Karen Police Station on March 22, 2026.
Initial claims had suggested that Tuju was being trailed by suspicious vehicles without number plates.
However, investigators now say those allegations have been discredited by their findings.
“This conclusion also directly contradicts the allegations that Hon. Tuju was being trailed by suspicious vehicles with no number plates,” the DCI said.
According to investigators, events leading up to the alleged disappearance began on March 21 at approximately 6:46 pm, when Tuju’s vehicle, a Toyota Prado registered as KCL 346P, left Entim Sidai Hotel.
Shortly afterward, the vehicle was involved in a roadside interaction with a white Toyota Probox, registration KDN 673L.
Authorities believe this encounter indicated prior coordination.
CCTV footage tracked both vehicles as they moved along different routes before converging on Nandi Road and later Miotoni Road in Nairobi’s Karen area.
At 7:17 pm, Tuju’s vehicle was seen parking at Miotoni Lane with its headlights switched off and hazard lights activated. Moments later, the Probox arrived and stopped ahead of it.
“Just four seconds later, at 19:18:16 hrs, three individuals exited KCL 346P and walked into the Probox,” the statement said. “The Probox departed the scene at 19:18:47 hrs.”
The vehicle was later captured heading toward Tuju’s residence, effectively concluding what investigators described as a “carefully orchestrated operation.”
The DCI identified several persons of interest linked to the incident, including Samson Okiya Sirako, believed to have been driving the Probox; Karen Wangare, whose phone was reportedly used for communication; Khadijah Chepkosia Saidi, accused of initiating and controlling the communication narrative; and Zipporah Wambui.
Authorities noted that the Probox, registered to Mwanaidi Chemeli Saidi, has not yet been recovered and remains at large.
The agency said the sequence of events points to “a voluntary, premeditated plan intended to provoke public concern and achieve undisclosed motives.” It added that investigations are ongoing, with efforts underway to apprehend those involved.
“The DCI is currently pursuing the four persons of interest believed to have been actively involved in the planning, coordination, and execution of this staged incident,” the statement read, adding that “appropriate legal action will be taken against all those found culpable.”
The agency further warned against any attempts to obstruct the probe.
“Any attempts by Hon. Tuju to issue diversionary statements or obscure the facts will not hinder the course of justice,” it said.
The DCI affirmed that investigations remain active and pledged to provide further updates as new developments emerge.
